|Timothy E. Kelley is the president and CEO of the Imperial Valley Economic Development Corporation (IVEDC). He joined IVEDC in April of 2005. In hiscurrent position, he is responsible for the implementation of the region’s comprehensive economic development plan, as well as engaging initiatives that strengthen the regional economic vitality. Tim serves as VP of the San Diego & Imperial District Export Council; VP of international trade and investment for TeamCalifornia, a statewide organization to promote international trade and investment in California; he serves on the Board of Directors of the California Association of Local Economic Development (CALED); and a member of the Board of Directors of CleanTECH San Diego, as well as the San Diego Regional Economic Development Corporation. Tim was instrumental in the establishment of the Cali Baja Bi-National Mega-Region, an economic development initiative developed to showcase the abundance of assets and business opportunities in Imperial Valley, San Diego and Baja California, Mexico. Tim is also active in many civic community based organizations in Imperial Valley. Current Chair of Imperial County Workforce Development Board, Chairman of the Brawley Airport Advisory Commission; Secretary of the Brawley Community Foundation; Board member of Imperial Capital Ventures and the Imperial Valley Community Foundation.|
Executive Secretary: Matt Andersen—U.S. Department of Commerce
|Matt Andersen has served as Director of the U.S. Commerce Department’s San Diego Export Assistance Center since August 1997. Matt also served as the Director of the USDOC San Francisco office for two years. In Washington D.C., he served as Program Manager for the International Trade Administration’s Technology and Aerospace offices, and as a Planning Specialist for the Office of the Secretary of Commerce.|

Previous Chair: Bo Reed – Solar Turbines, Inc.
|Bo Reed is Senior Corporate Counsel with Solar Turbines Incorporated in San Diego, a subsidiary of Caterpillar Inc. His current areas of responsibility include commercial litigation, global trade compliance and logistics, antitrust, government affairs, intercompany arrangements and compliance training. Previously, Bo served as the Manager of Solar’s Contracts Department, and provided legal support (primarily transactional) for Solar’s commercial operations worldwide.|
National DEC Steering Committee: Mark Ballam—SDSU CIBER
|Mark J. Ballam serves as managing director of San Diego State University Center for International Business Education and Research (SDSU CIBER), a national center of excellence. He is responsible for the overall strategy and implementation of the Center and oversees administration and management including budget, resources, advocacy, and communications programs. Mark serves as an elected member of the National DEC Steering Committee. He is a member of the World Trade Center San Diego Board of Directors.|
